Campers' Meeting - Thursday 8 January 2009
Now that the full extent of the proposed Land “Swap” has been exposed under Freedom of Information, CHIP has been working to get it known. (By the way we are calling it the “Land Handout” because a lease of little if any commercial value is being exchanged for land worth $100 -$150 million. ) The two meetings in January were the start. The Rainbow Beach meeting was great as we were able to show the Rainbow people that they were being totally ignored by the Queensland government and that their future was being mortgaged to a developer.
Following the meeting, the Residents' and Ratepayers' Association deplored the process that has taken place which ignores local input in the future of the area. They have a sub committee to help inform the town of what is happening. CHIP provided this committee with all the FOI information that it has in electronic form and offered to provide copies of other information that is available.
Another group has also set up : Friends of Rainbow. This group is concentrating on moving quickly and decisively and to concentrate on the land handout and the disgraceful process used by the Queensland government. Friends of Rainbow, in cooperation with CHIP, have produced a pamphlet that has been distributed in Rainbow Beach. CHIP has made a space on this website for them and you can see the pamphlet there.
CHIP has also produced a pamphlet to business which we have distributed in Rainbow Beach. It received a good response but the Friends of Rainbow effort is much better.
We have also talked with David Gibson, member for Gympie and LNP candidate. He says that it is typical of the Queensland Government that they do not consult people about the future of their area.
He told me that he is willing to express this view publicly and give an assurance that a LNP government will effectively consult before decisions are made. He did not have all the details about the “land handout” available to make a comment about that.
We have also talked to Kent Hutton, Greens candidate. He spoke out strongly about the process and the idea of basing a population of 10,000 on the Inskip Peninsula. He could see no justification for the land handout. Kent took the time to attend the Gympie meeting in January
Elisa Robert, independent candidate, contacted me and asked for a briefing. We are arranging this and will report her views after that.
I have not yet contacted the Labor candidate, Daniel Tabone.
I am providing each candidate with as much information as they want on the Land Handout. I am then seeking a response from them, in writing, so that we can put it on this website.
I had a meeting with Mayor, Cr Ron Dyne and Cr Larry Friske and Cr Graham Engeman. I thought that it was a very productive meeting. Cr Dyne told me that Council officials were only involved in the Master Plan process on a technical level. He said that the draft Master Plan had not been considered by council and all councillors present expressed the view that the people of Rainbow Beach should be consulted before any decisions were made that limited future options. Mayor Dyne agreed that the people of Rainbow Beach should have an opportunity to consider the pros and cons of a land deal and that he would be willing to assist in this process.
CHIP has another FOI request in, as we are seeking to find out where the bizarre land handout came from. We have also put out several press releases and have given most of the FOI material to the Gympie Times but they have not published the important details or used the Press Releases. Yet.
People keep asking me what they can do to assist. Contact your councillors. Contact your member. Contact your candidates in the election. Write to the editor. Talk on the radio. The only way that we can beat the interests that benefit from the land handout is to be persistent. They have money. We have people. But the people will only win if they care enough to make the effort.

Barge Landing at Inskip
About 90 campers gathered for a meeting called by CHIP to hear about the plans the Bligh Government have to restrict driving on the local beaches and to give their opinions.
Reg Lawler, Chairperson of CHIP, outlined the plans to completely ban driving on the beaches at Inskip campgrounds, from the Oaks to the Barge Landing and to charge a fee for driving on the beach between Rainbow Beach and Tewantin. (Presently considering $37.10 per month for a permit) He said that the government had not asked beach users about their opinion and CHIP was seeking opinions so that they could given to the government. He stressed that the best way of combating the plan was for the campers to contact their local Queensland member of parliament when they got home and demand that their views be heard.
David Gibson, Member for Gympie and LNP shadow Minister for Sustainable Environmnent and Climate Change, told the meeting that campers who had a view about the beach driving restrictions should contact their local member. He offered to find the contact details for anyone who contacted him. He said that a sustainable environment did not mean that activity was stopped but that activity was organised so that it could continue indefinitely without destroying the environment. He gave a commitment that a LNP government would not have beach driving fees in the area. On the beach closure he said that he thought that legitimate safety concerns could be addressed by methods other than total closure.
The meeting then was asked:
- Do you support beach driving fees? Unanimously NO
- Do you support a ban on beach driving from the Oaks to the Barge Landing. Unanimously NO
- Suggestions were then made about making the camping beach area safer.
- Stopping driving from the Leads to the Barge Landing 90% NO
- Having no through traffic on the beach to the barge landing 80% NO
- Having a speed limit of 20 kph from the Oaks to the Barge Landing and having it enforced. 95% YES
Reg Lawler told the meeting that the worst aspect of the plan was that no one had bothered to ask the beach users what they thought about the proposals. Everyone else had been consulted except the users. The meeting unanimously appointed CHIP and Reg Lawler to act as their representative to put the concerns of users to government. David Gibson offered to assist in organising a meeting with the minister.
During and after the meeting 30 campers joined the CHIP organisation.
Letter to Members - January 2009
Dear Member,
CHIP is continuing to represent campers on Inskip and to promote camping there. In early January we had a very successful rally at the Barge Landing. Mr Dave Gibson, Member for Gympie, gave a commitment that a LNP government would not introduce fees for beach driving and would consult with campers about vehicle exclusion areas. We also obtained campers' ideas on the beach driving proposal ( They are against proposed restrictions and suggested other ways of making the beach safer) We are relying on members contacting their local member of parliament If anyone wants contact details email me. Mr Gibson is requesting the Minister to see a delegation from CHIP to discuss the matter. No one has ever consulted the users of the beach about the issue and the campers appointed CHIP as their representative.
The other issue that was a foundation issue for CHIP was the prevention of large scale development on the Inskip Peninsula. Nearly everyone agrees that Rainbow Shores Stage 2 is a really stupid idea. (The Rainbow Beach people, the local council and the State government all reject the massive 6500 people development proposed) The development lease expires in 2014 – five years time.
But now the Queensland government is considering sqwapping a useless expiring lease on land that was supposed to be a low key resort for land worth $100 million. And the government was going to give planning permission so that no one could object. CHIP has lots of Freedom of Information material on the plans that have been going on for over two years. Meanwhile Rainbow Shores and our council are keeping everything secret. So CHIP is planning two meeting to bring people up to date and get members' opinions.
Tuesday 3rd Feb. Fossickers Room, Gympie Civic Centre, 7 p.m.
Thursday 5th Feb. Church of the Good Shepherd, Rainbow Beach 7 p.m.
Both of these meetings are for CHIP members and supporters. We have written to Scott Elms and Rainbow Shores asking that they work with us to have a meeting at Rainbow Beach where each side can put their case with an independent chair. They have been told that these meetings are not for them.
We'd encourage people to bring their friends and tell other interested people. It's about time that people had a say in their future. Of course many of our members can't come to meetings. Please keep up to date on the website and email or phone me with any views.

Strategic Directions for Cooloola
The Queensland Government has decided that:
1. The beach from Teewah to Inskip will be declared a Recreation Area. Camping charges in the whole area will be $4.85 per person per night or $19.40 per family
2. A Vehicle Access permit for 1 month or less will cost $37.10 and for longer than 1 month $185.80.(20% discount if you get Fraser Island Permit too.
3. Vehicles restricted from the beach around the Inskip Camping area (from the Oaks to the Barge) Vehicles restricted from the last small beach north of Double Island Point. Vehicles restricted from the Cooloola Beach between the first and third cuttings.
4. Speed limits 50 kph river mouth to Teewah, 80 kph from Teewah to Camping, 50 kph from Camping to Freshwater, 80kph from Freshwater to Leisha Track, 50 kph Leisha Track to Double Island Point, 80 kph from Leisha Track to Rainbow Beach.
5. Camping Numbers
Inskip 3000 per night at Christmas and Easter, 1800 at other.
Look for new camping sites
Teewah 2000 per night at Christmas and Easter, 1200 per night in shoulder holiday season, 600 per night in off season
Freshwater An additional 100 campers per night in peak times
This is the plan that the Noosa Parks Association have been pushing for several years. There has not been much notice taken of others. If you look at the whole deal it is more restrictions, (They have a nice little beach for their holiday homes at Double Island.)
The Rainbow Beach people are organizing a protest on Friday 26th Sept. gather at the centre block in Rainbow around 9.30 and travel in 4WD convoy to Double Island.
There are lots of reasons why the “Directions” are ridiculous and it is amazing that our government is willing to take its orders from Noosa Parks Association. If you want to protest complain to your state member or the Premier.
I wonder why the Labor government wants to charge me $37.10 to drive on the beach and catch a fish with my grandkids and yet wants to give a developer $100 million

CHIP will have its AGM at 7.30 p.m. on Wednesday 16th April at 7.30 p.m. at the Fossickers Room, Gympie Civic Centre. Along with the normal business of an AGM we will have a complete update on the progress on the Inskip Peninsula and plan future activities.
All people who support CHIP’s aims are welcome to listen and participate. Membership is $2 p.a.
Now that the EPA have found in their draft submission that Rainbow Shores Stage 2 is inconsistent with the State Coastal Management Plan, there is some desperation in the actions of the developer. He is arguing that, as the lease he has is not suitable for development, he should be GIVEN another lease. He wants to swap a useless lease for one that would be worth many millions of dollars. The unfortunate thing is that some councilors and some people in government seem to be going along with this.
It would be nice if people who bought useless land could swap it for good land. But no one thinks that it is a function of government to act as Santa Claus when someone buys useless land. If Rainbow Shores 2 was freehold and unsuitable for development, no one would imagine that the government would hand over a community asset worth perhaps $100 million.
The proposed deal is that Rainbow Shores “surrenders” their useless lease (stage 2) and gets given the Old Mill Site, next to Rainbow Beach, and other land.
The Old Mill Site was bought back from a developer by the Goss government as it was unsuitable for large scale development and it would be needed by the Rainbow Beach community.
CHIP is asking that, instead of making a free gift to a developer, the Queensland Government give the Old Mill Site to the Rainbow Beach community, through the council. Much of it is unsuitable for development but there are areas that could have community facilities.
In addition we found that a vulnerable bird, the black-breasted button-quail is using quite a few areas on the Old Mill Site. We have brought this to the attention of the Council and the State Government.

Outline of Strategy - Council Elections 2008
It is very important that the new Gympie Regional Council have the right attitude to Inskip. There are two points that CHIP is asking candidates to reply about:
"Do you believe that there should be further residential development on the Inskip Peninsula?"
"Will you work towards ensuring that there are divisions in the council election subsequent to 2008?"
CHIP would like to sit down with council and work out a land use plan for Inskip. Then we could put this with some force to the Qld Government. But first we have to get a council that will listen. The lack of divisions in this election means that no area is guaranteed a voice and the coastal area, and other areas, will find that they have not much influence as the centre, Gympie, will dominate.
If we can get a listening council, I am sure that we can convince them to support us in our aims to extend camping on Inskip and make the area a different area where families can enjoy beach camping.
We’ve been waiting and waiting for the EPA to put in a submission on the application of Rainbow Shores to rezone their northern lease (from the Oaks south to 1.5 Km North of the road through to the beach) They still have not put in a report. We have obtained a draft response from them which gives us all the planning reasons why it should not be allowed. We can’t tell what response Cooloola Shire Council would have made to the application but they haven’t listened much to the people of Rainbow Beach on other matters. At least we have EPA material that would have given us an excellent chance had we had to appeal to a court.
But now it looks like the proposal is not going ahead or is at least on hold. The Queensland Government has set up a review mechanism for land use on Inskip. I have asked the Minister to include me in the review as a representative of campers. There is something going on in Cooloola Shire as they went into committee on the matter of representation on this committee. I can’t understand why they needed secret deliberations on this matter. The Councilors can’t talk about it but I will try to find out.
If we read between the lines on the Inskip land use review, it would seem that the government are considering a swap for Rainbow Shores: their Northern lease for the Old Mill site.
Rainbow Shores bought a crook lease. The Northern part is totally unsuitable for large scale residential development. The lease says that they can develop what the Queensland government and the Shire Council say is appropriate. The Queensland government says that no development is appropriate. So Rainbow Shores have a worthless piece of paper. There is no compensation payable. They made a bad decision. They already have permission for 6000 people on Rainbow Shores Stage 1. It is ridiculous that the government should give them a piece of land (the old mill site) for nothing. This piece of land should be planned for the use of the people of Rainbow Beach.
What we really need now is a council who supports the ideals that CHIP stands for. There is a letter to candidates in the Council Elections part of CHIP site (http://www.inskip.org) . We ask:
"Do you believe that there should be further residential development on the Inskip Peninsula?"
As the candidates reply we will fill in their responses on the site and will publish their shortened response (probably in the newspapers).
If you are in the Gympie Regional Council area please consider their replies when you cast your vote.
There was also a report from a group dominated by the Noosa Parks Association that reported to the Qld Government that there should be a lot more restriction on camping on the coast between Noosa and Rainbow Beach and that there should be more restrictions on beach driving. A well attended public meeting was held at Rainbow to put a different viewpoint and I, on behalf of CHIP, oppose much of the report. Scott Elms of Rainbow Beach did a good job presenting the local viewpoint and he has continued to try to put a view of what Rainbow Beach wants on this matter.
I was not around for the farce at Christmas when the EPA over reacted to a weather warning. It was a normal warning for this time of the year. No cyclone; no state of emergency, no natural disaster. There was a bit of a blow forecast. But the management of EPA made it into a disaster. They didn’t communicate with anyone much but ran around like chooks with their head cut off and caused disaster wherever they went. We were told at a meeting that they would do the same again in the same circumstances. (Perhaps they would talk a bit more.) So there is not much hope for people who will not learn from their mistakes.
Perhaps we should start asking if EPA should be running the show. They keep fencing of areas and not re-opening any revegetated areas. They say that they don’t want to run camping on Inskip. Their senior management skills are poor. Something to think about. Reg Lawler

The Environment Protection Agency is intends to prepare a draft management plan for the Inskip Recreation Area. They are inviting submissions on development of the plan.

Rainbow Shores Stage 2
An application for rezoning has been lodged by Rainbow Shores for the northern stage. More information will be provided on this site shortly but the application is at Cooloola Shire chambers and at Rainbow Beach library. Stage 2 will commence 1.5 Km north of the beach access that is north of Stage 1. It will then occupy the land east of the road up to the Oaks.
It is planned that thousands of people live on an erodable low sand spit. The lowest area of this peninsula is immediately south of the present development.
CHIP is calling a public meeting for 7 p.m. on Thursday 16th November at the old Town Hall at the board room. Come along for an update on both camping and the proposed development and to contribute your ideas and energy to stop EPA progressively closing the camping ground and developers ruining our area.
We will also have a meeting at Rainbow B (Date, time & place later)

Congratulations to the Beattie government on being returned. Also congratulations to David Gibson who won the seat of Gympie for the National Party. David has been of great help to CHIP and campers already so we look forward to working with him again.
We have a new Environment Minister, Lindy Nelson-Carr, so I have written to her seeking an appointment. We need to be sure that QPWS won't continue to close campsites and continue to cause overcrowding.
The deliberations of the Working Group have been sent and they are included in this section for you to read. Any comment would be appreciated. You will notice that "adequate areas" are part of the agreement but QPWS have shown no signs of providing them.

Dear Minister,
I write to advise you of the outcomes & recommendations from the working group you established to examine the future management of the Inskip Point Campground. The working group held three meetings over a three month period & discussed a wide range of issues concerning the future management & capacity of this area.
It is acknowledged that this area is of significant economic value to the Rainbow Beach business community which is dependent on high visitation during peak periods. It is also acknowledged that any future management of this area must be cognisant of the need for sustainability.
The following recommendations are supported by a majority of the working group members & it is hoped they will allow your department to work towards achieving a balance in the management of this area.
It is recommended that:
a) The Inskip Campground be a bookable site through the QPWS booking system to ensure accurate numbers of visitors are recorded & a higher level of compliance is achieved.
b) The cap for peak periods be maintained at three thousand campers per night.
c) Adequate camping areas be made available to accommodate the visitors to this area in the peak periods (the old tip site is unsuitable due to spoil/safety concerns unless rehabilitated).
d) A section of beach adjacent to the Inskip Point camping area be closed to vehicles to ensure the safety & comfort of users of this area.
e) Separate camping zones be established for different user groups (e.g. dogs/ no dogs, generators/no generators) this would likely result in less user conflict, although it is noted that this option would require a more intensive management effort.
f) QPWS and Cooloola Shire Council develop a formal agreement in relation to their respective roles in managing the camping area.
g) Strong QPWS/Police presence be committed for future peak periods to ensure the safety of all users of the area as was the case over the Easter period of 2006.
h) Additional toilet facilities be developed in the Inskip Point area to ensure the sustainability of this site. Temporary facilities should be brought in during peak periods until permanent facilities are in place. The use of these facilities could be on a “user pays” basis if necessary.
i) Consideration be given to requiring vehicles driving on the beach at Inskip Point to purchase a permit for this activity. This permit would not be the same as the vehicle permit for the Fraser Island Recreation Area; however those holding these permits could be allowed to access Inskip Point.
j) Consideration be given to adopting an “event management” model whereby another party manage this area during the peak periods. This could involve community or charitable organisations.
k) “No toilet” areas are established to enable sustainable use of a greater area within this location. Chemical toilets would be a mandatory requirement in these zones.
l) Fires be allowed in the area provided they are managed & the provision of fire rings may be a good option.
I trust that the information provided from this process is of use to your department in managing this important area & that a sustainable future can be achieved. I would like to acknowledge the many people who contributed to this process in an objective manner to produce what I believe are achievable & responsible recommendations.

New Fences to Keep Out Campers
2nd Letter to Members
At last we had a meeting lined up by Elisa Roberts with Minister Boyle. Then the election cut that out. I’ve been trying unsuccessfully to get a statement from the Minister about what a new Beattie government would do. No success to date although I did receive a letter from the Minister’s office in answer to a previous letter.
I have reproduced that letter in this section.
For those who don’t have time it says that there will be no opening or re-opening of sites in the Inskip Recreation Reserve despite the fact that QP&WS claim 3000 campers caused overcrowding last New Year, that over 100 camps have been shut since then, and that the same number of campers will be allowed for Christmas 2006. The only suggestion is that, some time in the future, other areas may be found.
We need your help now. Wherever you are spend some time over the next two weeks contacting candidates or parties directly. Write to the newspapers. Ring the radio. Please try to do what you can to make it an issue and maybe the incoming government will take some notice. If candidates call tell them about Inskip. Use emails and any other methods. Most candidates don’t know the problems unless you tell them.
If 100 campers do this the word will get back to the parties and we will have a good chance of winning.
I am still sending out letters to people who signed the petition but it is a slow process. This site is the way to keep in touch easily. Don’t forget that any contributions are welcome.

1st Letter to Members
I want to apologise for not being in contact earlier but I kept hoping that I would have some positive news to report.
I have been going to meetings of a committee on Inskip that the Minister for the Environment, Desley Boyle, set up. M/s Boyle accepted a submission from the Cooloola Shire Council, the business people of Rainbow Beach and us that the number of campers should not be restricted below 3000 people. This is about the maximum that has been on Inskip over the last 10 years during the peak periods of Christmas /New Year and Easter. She then set up the committee to discuss ways of overcoming problems.
We had about 5 meetings but Queensland Parks & Wildlife Service treated the whole process with contempt. It was only at the last meeting that we received detailed camper information and the result of their survey. We never received details of expenditure that we asked for. The last meeting was not attended by any senior officers. And information and co-operation was continuously withheld.
The best result from the meeting was the effort that Queensland Police and the QP&WS put into providing adequate supervision at Easter. The Easter crowd was well down on previous Easters and there was plenty of room despite the fact that QP&WS had shut down about 50 campsites between New Year and Easter. And QP&WS spent money on fixing up all the toilets so that they are "pump out" facilities.
We didn't achieve anything much with the meetings. While we were meeting, QP&WS kept closing down camping areas and not opening any areas that had been revegetated. M/s Boyle's decision that there should be 3000 campers was the only win against QP&WS who seem to want to restrict campers more in National Parks and to cut down on campers and areas for campers in the Inskip Recreation Reserve.
At the second last meeting I asked the Manager of the Great Sandy Region if QP&WS could look at the Inskip Recreation area to see if any areas could be opened for camping or re-opened after being closed for revegetation. His answer was brief and conclusive. "NO" I said that I would do it and I spent two days walking through the Recreation Area with my GPS system and notebook and produced a report that I distributed to the last meeting of the committee. We had no senior QP&WS people at the meeting. The chair was unable to attend and the meeting was dominated by Michael Gloster of the Great Sandy Region Conservation Council. He refused to consider opening any areas or re-opening closed areas and my report was not considered by the committee. He wants to restrict camping on Teewah, at other places in the Cooloola section and on Fraser Island but is not willing to consider opening up any new areas to accommodate campers. He was backed up by Mike West from Birds Australia who said that campers didn't need any room. "They like to be heaped up together and if we crowd them together they will enjoy it more".
Cr Peter Cantrell of Cooloola Shire Council did manage to get in the agreement that campers have adequate areas. However I would not expect that QP&WS would take any notice. They have continued on exactly the same course over the years and since New Year 2006. They close camping areas and then complain that the campers are crowded. Since New Year, when they alleged that crowding caused behaviour problems, they have shut 94 campsites. They have spent thousands of dollars on very expensive new fences so they are not short of money. They refuse to account for their spending and go to great lengths to avoid discussion of anything.
I have identified 200 campsites that can be opened and this would relieve some of the pressure next New Year. I have phoned and written to the Minister's Office with no adequate reassurances about opening up areas. Elisa Roberts, the State member for Gympie, has undertaken to get me an interview with the Minister so that I can obtain an assurance on camping areas. I would hope that this may resolve the issue and that Minister Boyle will bring QP&WS service to an understanding that they can't continue to shut up areas. There are significant areas on the Inskip Peninsula that could be opened up for camping so that the numbers could be expanded substantially and the area becomes one of the great camping areas of Australia. I will seek to enlist M/s Boyle to this attitude.

At the moment we don't know whether to attack the government or enlist the further aid of the National Party. Our Gympie National Party candidate, David Gibson, has been most helpful and the shadow minister is willing to assist but we will wait and see if the Minister is co-operative.
